1. That the Director of Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, approves the recommended
applicant assessment and grants permission to notify all successful applicants of the outcome of their application.
2. That approval be given to allocate £74,420 of the £150,000 of Department for Transport’s (DfT’s) Active Travel Fund assigned to the Workplace Cycle Parking Grant and E-Bike Loan scheme, to be awarded to the first round of successful applicants of the scheme, as detailed below.
3. That the Director of Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, gives approval to the Project
Officers to discuss those applications that show merit (but do not completely fulfil the criteria) with the applicants further, to bring the proposals to an acceptable standard for success. Following which a second decision report will
be submitted to seek approval to award to these applicants.
4. That the Director Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, allows for a second advertisement of the Workplace Cycle Parking Grant and E-Bike Loan Scheme.

(i) U520 Burnetts Lane between its junction with B3354 Botley Road and its junction with U520 Burnetts Lane Roundabout, an approximate distance of 1669 metres.

Hampshire County Council is the Commons Registration Authority for the purpose of exercising functions under the Commons Act 2006. An application has been made by Harley Wintney Parish Council for the voluntary registration of land at Springfield Avenue, Hartley Wintney (‘The Land’) as a town or village green. The application land is in the Parish Council’s ownership. The Registration Authority is required to grant the application if certain conditions are met. Those conditions appear to be met in this instance, and so it follows that the application must be accepted.

In 2020, Hampshire County Council received an offer for the dedication of public footpath rights on a development site known as ‘Top Field’ by Drew Smith Homes
Ltd, which at the time owned the land over which the routes run. The routes provide links to and between other footpaths recorded through diversion orders made by
Winchester City Council (WCC) under Section 257 of the Town and Country Planning Act 1990 earlier that year. The routes to be dedicated, which are shown on the accompanying Location Map, were to be dedicated under Section 25 of the Highways Act 1980, at a width of 1.5 metres. Authority for the County Council to enter into this agreement was granted at officer level in March 2020.

Following the earlier determination of an application for a Definitive Map Modification Order to record public footpath and bridleway rights in Penton Mewsey:
• The unrecorded footpaths between Points A-B and Points E-F should be extinguished under the provisions of s118 of the Highways Act (1980).
• The unrecorded footpath which runs across a field between Points B-C should be diverted to the field edge between those points under the provisions of s119
of the Highways Act (1980).
• The unrecorded footpath between Points B-D should be retained and recorded by a Definitive Map Modification Order under s53 of the Wildlife and
Countryside Act (1981).
• In accordance with the previous determination, the width of the route between Points B and C should be 1.5 metres
• Part of the historic and variable width of the unrecorded footpath between Points B-D should be extinguished under the provisions of s118 of the Highways Act (1980), leaving a footpath with a width of 1.5 metres.

That, following the acceptance of the Definitive Map Modification Order (DMMO) application to record Chawton Bridleway 4 as a restricted byway, authority is given to extinguish the majority of the historic and currently
unrecorded width.
The remaining route will be a 3-metre-wide bridleway with four passing places with a width of between 4 and 5 metres. A DMMO will subsequently be made to
record the route as a restricted byway, following the determination of the application in March 2021.
