Decisions made

1. That the Director of Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, approves the recommended
applicant assessment and grants permission to notify all successful applicants of the outcome of their application.
2. That approval be given to allocate £74,420 of the £150,000 of Department for Transport’s (DfT’s) Active Travel Fund assigned to the Workplace Cycle Parking Grant and E-Bike Loan scheme, to be awarded to the first round of successful applicants of the scheme, as detailed below.
3. That the Director of Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, gives approval to the Project
Officers to discuss those applications that show merit (but do not completely fulfil the criteria) with the applicants further, to bring the proposals to an acceptable standard for success. Following which a second decision report will
be submitted to seek approval to award to these applicants.
4. That the Director Economy, Transport and Environment, in consultation with the Executive Member for Highways Operations, allows for a second advertisement of the Workplace Cycle Parking Grant and E-Bike Loan Scheme.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to impose new and vary existing speed limits to accommodate the construction of a new roundabout as
follows:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit vehicles exceeding 7.5 tonnes from U520 Burnett’s Lane and U520 Meadowsweet Way as follows:
(i) U520 Burnetts Lane between its junction with B3354 Botley Road and its junction with U520 Burnetts Lane Roundabout, an approximate distance of 1669 metres.
(ii) U520 Burnetts Lane between its junction with C42 Moorgreen Road/C42 Bubb Lane and the northern kerb of the former access road to Chalcroft Business Park, an approximate distance of 855 metres.
(iii) U520 Meadowsweet Way between its junction with B3354 Botley Road and its junction with U520 Burnetts Lane an approximate distance of 489 metres.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit waiting at any time and prohibit motor vehicles in Burnetts Lane at Horton Heath as follows:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to consolidate the existing New Forest District Council parking and waiting restrictions orders into a Hampshire County Council map-based order.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit motor vehicles from making left-turn manoeuvres from Asmodee Link Road into Hogmoor Road in Bordon.

Hampshire County Council is the Commons Registration Authority for the purpose of exercising functions under the Commons Act 2006. An application has been made by Harley Wintney Parish Council for the voluntary registration of land at Springfield Avenue, Hartley Wintney (‘The Land’) as a town or village green. The application land is in the Parish Council’s ownership. The Registration Authority is required to grant the application if certain conditions are met. Those conditions appear to be met in this instance, and so it follows that the application must be accepted.

To consider a report of the Director of Economy, Transport and Environment regarding an update on the School Streets Pilot and, specifically, to set out the programme for reporting on the detailed results and conclusions from the monitoring and assessment of the trial, and also to seek approval to continue the trial arrangements at participating schools whilst the Council considers future policy on Hampshire School Streets initiatives.

To consider a report of the Director of Economy, Transport and Environment seeking approval to provide the range of concessions detailed for the Hampshire Concessionary Travel Scheme for 2022/2023.

To consider a report of the Director of Economy, Transport and Environment regarding progress on the schemes within the Portsmouth and South-East Hampshire Transforming Cities Fund (TCF) Programme, including planning requirements and land requirements.

To consider a report of the Director of Economy, Transport and Environment regarding the A326 Large Local Major highway improvement scheme and seeking approval to develop a preferred option.

To consider a report of the Director of Economy, Transport and Environment regarding a high-level summary of progress and delivery within the capital programme in 2021/22.

To consider a report of the Director of Economy, Transport and Environment seeking approval for the implementation of the North Farnborough Growth Package including the A3011 Lynchford Road (Phase 1) improvement Scheme, The Blackwater Valley Gold Grid: Alexandra Road and the Old Lynchford Road Active Travel Fund Tranche 2 schemes.

To consider a report of the Director of Economy, Transport and Environment regarding Network Rail’s planned refurbishment of their bridge at Campbell Road, and to consider an option to upgrade the bridge to 40T weight capacity at a cost of £1.14million to the County Council.

To consider a report of the Director of Economy, Transport and Environment regarding an update on the Winchester Movement Strategy (WMS) and seeking approval to undertake public engagement and consultation on the proposals and plans in the WMS. The report is also seeking approval for officers to undertake any consultation of the individual schemes listed in the action plan as they emerge through engagement and the detailed design process.

That the Director notes the update on the School Streets Pilot as described within this paper and approves the recommendation to offer the three participating schools an extension of the trial arrangements, until the end of the Autumn term in December 2021.

In 2020, Hampshire County Council received an offer for the dedication of public footpath rights on a development site known as ‘Top Field’ by Drew Smith Homes
Ltd, which at the time owned the land over which the routes run. The routes provide links to and between other footpaths recorded through diversion orders made by
Winchester City Council (WCC) under Section 257 of the Town and Country Planning Act 1990 earlier that year. The routes to be dedicated, which are shown on the accompanying Location Map, were to be dedicated under Section 25 of the Highways Act 1980, at a width of 1.5 metres. Authority for the County Council to enter into this agreement was granted at officer level in March 2020.

Following the earlier determination of an application for a Definitive Map Modification Order to record public footpath and bridleway rights in Penton Mewsey:
• The unrecorded footpaths between Points A-B and Points E-F should be extinguished under the provisions of s118 of the Highways Act (1980).
• The unrecorded footpath which runs across a field between Points B-C should be diverted to the field edge between those points under the provisions of s119
of the Highways Act (1980).
• The unrecorded footpath between Points B-D should be retained and recorded by a Definitive Map Modification Order under s53 of the Wildlife and
Countryside Act (1981).
• In accordance with the previous determination, the width of the route between Points B and C should be 1.5 metres
• Part of the historic and variable width of the unrecorded footpath between Points B-D should be extinguished under the provisions of s118 of the Highways Act (1980), leaving a footpath with a width of 1.5 metres.

That, following the acceptance of the Definitive Map Modification Order (DMMO) application to record Chawton Bridleway 4 as a restricted byway, authority is given to extinguish the majority of the historic and currently
unrecorded width.
The remaining route will be a 3-metre-wide bridleway with four passing places with a width of between 4 and 5 metres. A DMMO will subsequently be made to
record the route as a restricted byway, following the determination of the application in March 2021.
