Decisions made

That a contract for the 8 year period from 1 June 2022 to 31 May 2030 be issued under the ESPO Framework – Document Management Solutions 390 Lot 3.

That the spend of up to £550,000 for this order contract be approved.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effect of which will be to introduce No Waiting at Any Time restrictions to the following roads:
(i) Budds Lane - south-west side - between a point 13.5 metres north-west of the centre line of its junction with Sandhurst Street and a point 118.5 metres south-east of that point.
(ii) Sandhurst Street – both sides - between its junction with Budds Lane and a point 12 metres south-west thereof.
(iii) Havana Way – both sides - between its junction with Budds Lane and a point 17 metres south-west thereof.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to impose a 30mph speed limit on that length of U88 Hoe Lane between its roundabout junction with U88 Sylvan Drive and a point 670 metres west thereof.

That the Director of Children's Services approves the award of grants (please see attached Decision Record).

1. That the delivery of two Vehicle Actuated Signs (VAS), CCTV camera(s) and enforcement signage are implemented by HCC to complement the additional mitigation measures proposed by the developer at the A325 Farnborough Road/Pennefather’s Road, Aldershot, Puffin Pedestrian Crossing.
2. That further speed surveys are undertaken following the installation of the crossing and associated mitigation measures within 1 month and repeated at 6 months of opening.

That the above-named experimental traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be for an experimental period of 18 months to prohibit vehicles exceeding
7.5 tonnes gross maximum weight from travelling north on the entire length of Junction bridge at Brockenhurst.
The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the authorised officer may, if it appears essential in the interests of the expeditious, convenient and safe movement of traffic on the highway or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any of its provisions.

Leader’s Community Grant Fund 2021/22.

That approval is granted for the grants outlined in the supporting decision record. The grants have been awarded during the period November 2021 and December 2021.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to impose new and vary existing speed limits to accommodate the construction of a new roundabout as
follows:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit vehicles exceeding 7.5 tonnes from U520 Burnett’s Lane and U520 Meadowsweet Way as follows:
(i) U520 Burnetts Lane between its junction with B3354 Botley Road and its junction with U520 Burnetts Lane Roundabout, an approximate distance of 1669 metres.
(ii) U520 Burnetts Lane between its junction with C42 Moorgreen Road/C42 Bubb Lane and the northern kerb of the former access road to Chalcroft Business Park, an approximate distance of 855 metres.
(iii) U520 Meadowsweet Way between its junction with B3354 Botley Road and its junction with U520 Burnetts Lane an approximate distance of 489 metres.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit waiting at any time and prohibit motor vehicles in Burnetts Lane at Horton Heath as follows:

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to consolidate the existing New Forest District Council parking and waiting restrictions orders into a Hampshire County Council map-based order.

That a traffic order be implemented under the Road Traffic Regulation Act 1984 (RTRA), the effects of which will be to prohibit motor vehicles from making left-turn manoeuvres from Asmodee Link Road into Hogmoor Road in Bordon.

1. That the current trial is reduced to two mornings per week (Thursday and Saturday) at New Alresford HWRC with immediate effect, releasing the period between 9-10am on Tuesday mornings to be booked by vehicle users.
2. That targeted local communications are developed to reiterate the conditions behind the pilot, and deter vehicle users from attempting to enter the site during pedestrian periods to circumnavigate the booking system.
3. That the current trial is reduced to one morning per week (Thursday) at Hedge End HWRC with immediate effect, releasing the period between 9-10am on Tuesday and Saturday mornings to be booked by vehicle users.
4. That approval is given to withdraw the trial entirely at Waterlooville HWRC with immediate effect due to the extremely low usage, or at least reflecting the new arrangements at Hedge End.
5. That further monitoring of the situation at Alresford and Hedge End to be conducted with regard to the safety of pedestrians inside and outside of the site.

That an Order be made under Section 119 Highways Act 1980, to divert part of East Woodhay Footpath 26.

That since the Resolution to Grant outline planning permission in July 2020 in respect of Manydown North, Basingstoke, following the conclusion of complex commercial and legal negotiations and with a Gateway Review meeting held 12th November 2021 with key Officer principals from both Councils, and in accordance with the delegated approvals secured from the Executive Member for Policy and Resources at the meetings on 16th June 2016, 20th June 2019 and 27th October 2021, the Director of Culture, Communities and Business Services [Strategic Manager (Development and) Delivery] authorises Hampshire County Council entering into the planning agreement under S.106 of the Town and Country Planning Act (1990) Act to facilitate the grant of planning approval under application BDB 17/00818/OUT.
