To approve the spend of up to £2.2m for the employment of internal resources, as laid out in this report, to assist the implementation of the Children’s Services Directorate’s SP25 proposals. The expenditure is to be funded from the £5m Invest to Save Reserve delegated to the Director of Corporate Operations in consultation with the Leader and Chief Executive, by County Council in November 2023.

Decision:

1. That the Director of Universal Services approves the Project Appraisal for the Budds Lane Parallel Crossing (similar to a zebra crossing but includes provision for cycle crossing alongside) scheme, as set out in this report.
2. That the Director of Universal Services gives approval to procure, spend and enter into necessary contractual arrangements, in consultation with the Head of Legal Services, to implement this scheme, at a total estimated cost of £153,000, to be funded from developer contributions.
3. That the Director of Universal Services and the Head of Legal Services progress, enter into, and secure all appropriate licences, agreements, consents, rights, permissions and easements necessary to enable the works to be undertaken on land owned by third parties.

That authority be given for the making of a public path creation order, under the provisions of Section 26 of the Highways Act 1980, to record a public footpath between Hilland Rise and Liphook Road, in the parish of Headley, as shown running between A-B-C on the attached location plan.

The width of the path will be 1.5m between A-B, and 3m between B-C.

18/04/2024 - Creation agreement to record public footpath rights between Fareham Footpath 111 and the England Coast Path, Portchester, Fareham ref: 3794    Recommendations Approved

That authority be given for the County Council to enter into a deed of dedication under common law with Abri Group Limited (‘Abri’) and Fareham Borough Council
(‘FBC’) to record public footpath rights over the routes shown between Points A-B-C and D-C-E on the location map at Appendix 1.

The width of the paths will be 1.2m between A-B-C, and 1.8m between D-C-E. There is a bollard at Point D to prevent vehicular access. Both paths will be maintained by
the landowners.

22/04/2024 - Acceptance of the withdrawal of an application for registration of land at Victoria Square, Lee-on-the-Solent, as town or village green (Application No. VG 270) ref: 3793    Recommendations Approved

Decision:

In 2017 Hampshire County Council, in its capacity as commons registration authority for Hampshire, received an application under Section 15 of the Commons Act 2006, for the registration of land at Victoria Square, Lee-on-the-Solent, as a town or village green. The application, which was submitted by Lee Residents Association, sought to register the land on the basis that it had been used by a significant number of the inhabitants of the locality for lawful sports and pastimes for at least twenty years and which continued up until the time of the application was submitted (see Appendix 1 for a location map).
Following the advertisement of the application, a statement of objections was received from the Diocese of Portsmouth, which owns the application land. Following consideration of the objections, the applicant subsequently confirmed that they wished to withdraw their application.
Having considered the Applicants’ request to withdraw the application, along with all other available information, officers consider that it is reasonable for the request to be accepted.
